Job Description

Ideas in Action is the City's new Participatory Budgeting initiative, which provides an official point of entry for Boston residents to contribute to the City's budget process. It is an opportunity for Bostonians to unite in open dialogue about budget priorities, engage in identifying community-initiated project ideas, and take collective action to help decide what projects get implemented for the benefit of the City.

The Office of Participatory Budgeting (OPB) hosts yearly cycles that offer opportunities for residents to propose community-centered project ideas to address local priorities and vote on those they would like to see funded with the Office’s budget. This engagement also helps gauge and identify resident priorities to help inform future City and departmental budget investments.

A distinctive feature of Boston's PB initiative is its commitment to advancing equity and inclusion, as outlined in the PB Ordinance. In its inaugural cycle, the OPB introduced a Community Partnership Model, which harnessed the expertise and networks of local organizations to facilitate meaningful outreach and engagement with historically underrepresented communities through the Idea Collection and Visioning Forum phases of the PB process (see timeline below). Coupled with traditional outreach and engagement to the broader resident population, this approach ensured that the PB process was both inclusive and representative of the diverse needs of Boston residents.

The success of this partnership model in fostering resident participation, particularly among those who are not typically engaged in local decision-making, was evident. Building on this success, OPB aims to further strengthen and refine the model in Cycle Two (2), while continuing to strengthen other traditional methods of outreach with all Boston residents.

OPB is seeking a passionate and dedicated Community Engagement and Outreach Specialist to help spearhead outreach and engagement efforts for Cycle Two (2). This position offers a unique opportunity to directly engage with Boston residents and community organizations to support the mission and goals of Ideas in Action. In this role, the Specialist will be responsible for driving community outreach efforts, fostering meaningful engagement, and ensuring that residents from all neighborhoods have the opportunity to participate in the budgeting process.

The Specialist will work closely with the OPB team to develop and refine the Community Partnership Model, research and incorporate other PB outreach and engagement best practices, and help develop outreach related communication and event logistics strategies for PB initiatives, projects, and programs.

Position Responsibilities

  • Research, develop, and implement innovative community engagement strategies for various phases of the PB process such as Idea Collection, Visioning Forums, Voting, etc.;
  • Identify, recommend, and implement improvements to the PB Community Partnership Model;
  • Cultivate ongoing and new relationships across diverse community stakeholders (city departments, residents, community organizations, etc.);
  • Help build relationships and repository of local community-based organizations;
  • Serve as the primary point of contact for Community Partners;
  • Conduct outreach, recruitment, screening, and training for Community Partners;
  • Manage logistics of co-hosted community workshops, including but not limited to coordination with Community Partners, relevant City Departments, OPB Contractors, etc.;
  • Monitor community and organization feedback and provide recommendations on process improvements;
  • Provide ongoing program support for the OPB staff; and
  • Other duties as assigned by the OPB supervisor.

Position Requirements

  • Bachelor’s degree in a relevant field preferred, plus two (2) years of community engagement and outreach experience. Preference will be given to candidates with experience in community outreach and engagement within the Greater Boston area, as well as communications and/or event management and logistics experience.
  • Project Management

    • Ability to perform complex tasks and manage multiple projects with critical deadlines
    • Ability to take initiative and work independently with little direction as well as part of the team
    • Advanced analytical, evaluative, and objective critical thinking skills
