Chief Strategy Officer, Energy New England & Principal Lobbyist at ENE Strategies

Mr. Ragucci is the Chief Strategy Officer at Energy New England and Principal Lobbyist at ENE Strategies, a lobbying and legislative advisory business subsidiary. 

His primary areas of expertise include infrastructure, energy, power, transportation, water and wastewater. During the past 27 years, he has managed lobbyists in 24 states across the U.S. and has lobbied himself in 10 states. Vincent also serves as a Strategic Advisor to global infrastructure company Bechtel Corporation, providing government, communications, media, and public relations support for infrastructure, power, and renewable projects.

Vincent was one of the youngest public officials to serve in Massachusetts, first elected at age 19 while a sophomore at Merrimack College. He completed five (5) consecutive terms as a City Councilman in Everett, MA. Vin has been part of the Merrimack College Advisory Council since 2017 and now serves on the Board of Advisors for the Merrimack College School of Engineering and Computational Sciences. He is also completing his third two-year term as a Statewide Water Commissioner on the Massachusetts Water Resources Commission.

Mr. Ragucci holds a Bachelor of Science in Business Administration from Merrimack College and a certificate from Boston College’s McCormack School Program in Corporate Community Relations.
