Matthew Cohen’s research is focused on examining how states and non-state actors use cyber-space to both promote their interests and defend against attacks. His work is focused on examining the policies and decisions that actors make that have been successful or unsuccessful in defending and promoting their interests around the world and then developing policy recommendations that will further these actors’ goals.
